EAST RANGE POLICE DEPARTMENT SUCCESSION PLANNING | 2023-2024 

Challenge: The East Range Police Department, which has only had one Chief since its founding with the merger of the Aurora and Hoyt Lakes, Minnesota, police departments, sought an inclusive, intentional succession process to prepare for the chief’s planned retirement. 

Northspan’s Role: Led the community through a process to determine desired characteristics for a new chief and considerations for department structure going forward. This included a Wall of Wonder historical scan with stakeholders from both the current department and from its founding, a joint focus group with the Aurora and Hoyt Lakes city councils, and individual interviews with all current department staff and board members. Northspan compiled the results of these engagements and shared recommendations with the outgoing chief and city administrators. 

Results: The East Range Police Department is moving forward with a clear plan to hire a new police chief, including a restructuring that creates two sergeant positions and sets the department up for long-term success.
